🛴 E-Scooters and Car Sharing in Tbilisi in 2026: Prices, Apps and Rules

You can get around Tbilisi without a car of your own. From Vake Park to Saburtalo a scooter takes 10 to 15 minutes, and an hour later you can switch to a pay-per-minute car and drive out of town. In 2026 car sharing in Tbilisi rests on one large service, Getmancar, while scooters live in three apps: Bolt, Jet and Scroll. Below we go through what a ride costs, what you need to register and when ordinary car rental is the better deal.
The short answer is this: a scooter pays off over 2 to 4 km in a flat district, car sharing suits 1 to 2 hours in the city, and for a full day out of town classic rental is almost always cheaper. Here is why.
Four options and the cases where each one is cheaper than the rest.
2–4 km, one person
To the metro, around Vake and Saburtalo, along the embankment. Awkward in the Old Town on cobblestones and on climbs.
1–2 hours, several stops
Shopping with bags, a trip to a mall, an evening with friends on the outskirts. You pay for minutes and kilometres.
Point A to point B
No licence or verification needed, no hunt for parking. Handy at night and for the airport.
A day or more, out of town
Mtskheta, Kazbegi, Kakheti. Kilometres are usually not charged, and the car stays with you overnight.
🚗 Car Sharing in Tbilisi: Which Services Work in 2026

The main and, in practice, the only stable player on the market is Getmancar. It is a Ukrainian service that came to Georgia in December 2022 and works in Tbilisi and Batumi. Cars open through the app, the key is inside the cabin, and you start and end the trip on your phone. The fleet is mostly cheap sedans and hatchbacks such as the Honda Fit, Nissan Versa, VW Jetta and Toyota Corolla. There are higher-class cars too, but their per-minute price is noticeably higher: a Honda Fit costs about one and a half times less than a VW EOS.
Sometimes other companies are also called car sharing, for example Avtee and Boto Rent. In practice these are closer to app-based rentals than to a pay-per-minute car parked on the street. So everything below refers to Getmancar.
The service has three ways to pay: per minute, an hourly package or a daily package. One detail many people miss: kilometres are charged separately in every tariff. That is exactly why a long trip out of town gets expensive, even if it fits into a day by time.
Prices as of October 2026 for most cars. Premium models have higher rates.

- Every kilometre driven0.74 ₾

📋 What You Need for Car Sharing in Tbilisi: Licence, Age and Card

Registration takes one evening, so it is better to complete it in advance rather than while standing next to the car. The service asks for a category B driving licence, a passport and a selfie holding the licence, and sometimes a photo of your entry stamp. The minimum age is 21. Verification can be quick, about 20 minutes, or can drag on for several hours, especially in the evening and at weekends.
To pay you need a bank card that works abroad. Russian Mir cards are not accepted by car sharing in Georgia, so for relocants a card from a Georgian bank is more convenient.
A separate point about the licence. A foreign driving licence is valid in Georgia for one year from the date of your last entry, not from the date it was issued. If you have lived here longer without leaving, the licence is formally no longer valid, and after an accident that turns into a serious insurance problem. We covered the terms and exchange in detail in the material on foreign driving licences in Georgia.
Before you set off, walk around the car and photograph every scratch and dent: small marks up to 5 cm are usually ignored, but photos make any dispute easier to settle. If the tank is below 20%, refuel with the fuel card from the glovebox at a partner station, no need to pay with your own money. And do not try to pull the key out of the ignition: it is fixed there on purpose, and the car is controlled through the app.
🅿️ Where to End a Car Sharing Trip: Zones, Airport and Trips Out of Town

The app has two different zones, and people often mix them up. In the driving zone you can drive and stop, but you cannot end the rental. You can end it only in a return zone, which is purple on the map. Such zones are scattered across the centre, near shopping centres and in residential districts. In some areas there is a surcharge for ending the trip, and the app warns you before you tap “Finish”.
The airport has a catch: there is parking for car sharing cars there, but at peak hours it is often full. If you fly out on an early flight, have a backup plan. In Kutaisi in 2026 you can return the car at the airport but not in the city. In Batumi the return works in the Old Town and along the seafront up to the Chorokhi River, but not at Batumi airport.
You can drive out of town, anywhere in Georgia except remote mountain roads. But you cannot end the rental in Mtskheta or Sighnaghi, so the meter keeps running while you walk around. For long stops there is “Transfer” mode at 0.03 ₾ a minute: the car stays with you almost for free. If you leave it like that for more than 48 hours, the company can pick the car up itself.
If you park in the city for a short time, remember the paid zones. How to pay and what the fines are is covered in the material on parking in Georgia.
💰 How Much a Car Sharing or Scooter Ride Costs: Examples
Tariffs say little until you work out a real trip. Below are several typical routes calculated at October 2026 prices. Look at the Kazbegi trip: it is the per-kilometre charge that makes it three times more expensive than a day in regular rental.
Calculated at October 2026 tariffs, without super insurance or premium-zone surcharges.
3 km in the city, 15 minutes
Bolt scooter
≈ 4.7 ₾
3 km in the city, 15 minutes
Jet scooter
≈ 5.6 ₾
3 km in the city, 15 minutes
Car sharing, per minute
≈ 5–6 ₾
3 km in the city, 15 minutes
Scroll scooter
≈ 9.3 ₾
2 hours in the city, 30 km
Car sharing, two hourly packages
≈ 41 ₾
2 hours in the city, 30 km
Car sharing, per minute
≈ 45 ₾
A day in Mtskheta, about 60 km
Car sharing, daily package
≈ 118 ₾
Kazbegi and back, about 310 km
Car sharing, daily package
≈ 303 ₾
For comparison: economy cars in regular rental cost from 36 dollars a day in spring 2026, and most companies do not charge for kilometres separately. The downside is that you have to pick up and return the car at an office or arrange delivery. How to choose a rental company and what to check in the contract is covered in the material on car rental in Georgia.
🛴 Renting a Scooter in Tbilisi: Which App to Choose

Scooters stand on almost every corner in the centre, in Vake and in Saburtalo. There are fewer on the left bank and in residential districts such as Gldani. There are three apps, and the price difference is noticeable.
Prices as of October 2026. Before a ride the app shows the current tariff.
Bolt
Monday to Thursday mornings until 11:00 a minute costs 0.25 ₾. Plus subscription 3.90 ₾ a month, up to 5 scooters on one account.
Jet
A 2.90 ₾ monthly subscription removes the start fee. Monday to Thursday mornings until 11:00 a minute costs 0.25 ₾.
Scroll / Bird
Balance top-up from 20 ₾. More expensive than the rest, but its scooters often stand where others are not.
If you ride every day, a subscription pays off within a week: in Jet it removes the start fee, and Bolt lets you unlock several scooters from one account, which is handy with a teenager or a partner. For a three-day tourist it is simpler to pay per ride. In 2025 scooters also appeared in the Yandex Go app; check the map in the app to see whether they are near you now.
Where is riding most pleasant? In flat districts: Vake, Saburtalo, the Kura embankment by Rike Park and the paths around Lisi Lake. Sololaki, the Old Town and the climbs towards Mtatsminda are better covered on foot: on cobblestones a scooter rattles, and on steep descents the brakes work at their limit. In parks and pedestrian zones a scooter may slow down or stop on its own if riding is banned there, so do not be alarmed.
Full tariffs, a comparison with Batumi and tips for each app are collected in our guide to scooters in Tbilisi and Batumi.
⚠️ Are Scooters Safe in Tbilisi and What New Rules Are Coming

Traffic in Tbilisi is dense, and drivers are not used to giving way to scooters. Interior Ministry figures confirm it: in 2025 Georgia recorded 106 accidents involving e-scooters, 109 people were injured and one died. In the first half of 2026 there were already 28 accidents and two deaths.
In September 2026 the government announced that it is preparing amendments to the law “On Road Traffic” on the use of e-scooters by minors. The bill was included in the plans for the autumn session of parliament, but the specific restrictions have not been published yet. If you travel with a teenager, follow the news: the rules may change as early as this winter.
- One personRiding two on one scooter is banned, and Bolt detects it automatically.
- Not on the pavementUse the bike lane or the right edge of the road. On the pavement give way to pedestrians.
- HelmetThe rental services do not provide their own, and falls on cobblestones and kerbs are the most common.
- No alcoholAt night Bolt asks you to pass a reaction test before the start.
- Slowly at firstIn Bolt your first 5 rides are limited to 15 km/h, then up to 25 km/h.
- Dry roadAfter rain Tbilisi paving is slippery, especially on descents.
🤔 Car Sharing, Scooter, Taxi or Rental: What Is Cheaper in Tbilisi

If you came for a few days and stay in the centre, you probably will not need car sharing. The metro, buses and a Bolt taxi with a minimum ride from 2 lari cover almost every task, and a scooter adds freedom over short distances. Registering for car sharing for a single ride makes no sense.
It is different if you live in Tbilisi for months. Then car sharing replaces a second car: a trip to the hypermarket for water, moving things, getting somewhere in the evening when Bolt takes long to find a driver. For weekend trips to Kakheti or the mountains it is more sensible to take a car in regular rental for a day or two. How city transport works is covered in detail in the material on transport in Tbilisi for tourists.
Register for car sharing in advance, the evening before your trip: verification sometimes takes several hours. And for short hops keep Bolt at hand, since it has both taxis and scooters in one app.

❓ Frequently Asked Questions About Car Sharing and E-Scooters in Tbilisi
💬 Yes. The main service is Getmancar: cars stand all over the city, open through the app, and you pay per minute, per hour or per day. The same service works in Batumi.
💬 As of October 2026 it is 0.19 lari a minute, 17 lari an hour with 10 km, or 74 lari a day. In every tariff you pay 0.74 lari per kilometre on top. A short ride in the centre comes to 5 to 6 lari.

💬 You can drive there, but you cannot end the rental there: the car has to be returned to a return zone in Tbilisi. Because of the per-kilometre charge, a trip to Kazbegi and back comes to about 300 lari, so regular rental is the better choice for it.
💬 Yes, the airport has a return zone, but at peak hours its spaces are often taken. If you do not want to risk it before a flight, take a taxi.
💬 By the minute Bolt is cheapest: 0.35 lari to start and 0.29 lari a minute. Jet charges 0.35 lari a minute, but with a 2.90 lari monthly subscription it drops the start fee. Scroll is the most expensive: 1 lari to start and 0.55 lari a minute.
💬 Rental services admit users from 18. The Georgian government has been preparing separate rules for minors since autumn 2026, and the specific restrictions have not been announced yet.
💬 In most cases no: rental rules require you to use the bike lane or the edge of the road. If you cannot avoid the pavement, go slowly and give way to pedestrians.
💬 For a 1 to 3 hour trip in the city car sharing is cheaper. If you drive more than 60 to 80 km a day or stay overnight, regular rental without per-kilometre charges is cheaper.
