How can a foreigner, including a Russian citizen, buy an apartment in Georgia?

Ownership rights, registration, payment and residence.

Short answer

Foreigners, including Russian citizens, can buy apartments and houses in Georgia without restriction; the ban applies mainly to agricultural land. The sale is concluded in writing and registered with the National Agency of Public Registry, usually through a Public Service Hall, which takes from one to several working days. Owning property with a market value above 150,000 US dollars can be grounds for a short-term residence permit; this threshold has applied since 1 March 2026.

Why

  1. Ownership is registered by the National Agency of Public Registry, and the registry entry is proof of title.
  2. Restrictions on foreigners apply to agricultural land.
  3. A residence permit for property investment is issued by the Service Agency and is not an automatic right.

Details

Before buying, order a registry extract showing the owner and any encumbrances. Payment usually goes through a Georgian bank, and banks sometimes ask Russian citizens extra questions about the source of funds, so open an account in advance.

Tip

Check the property in the registry yourself, on the agency website, before paying a deposit.
