Short answer

The centre of Tbilisi is usually taken to be Freedom Square, from which Rustaveli Avenue and the streets of the Old Town branch out. The historic centre covers Old Tbilisi, Abanotubani, Sololaki and Mtatsminda, which belong to the city's Mtatsminda and Krtsanisi administrative districts.
