One budget-friendly way to get from Russia to Tbilisi is through Vladikavkaz by taking a flight and then a taxi to Tbilisi. However, it is necessary to document the reason for leaving Russia, such as:
- for medical treatment (a set of certificates is required),
- to visit close relatives (documents confirming the relationship),
- for work (employment contract),
- for education (documents from the university),
- for owning real estate abroad (extracts from the registry), or
- having a Georgian residence permit.
Overall, this option is cheap, but there are many document-related issues.
The cost of a flight through Istanbul is around $140 (+/-), and it will be more expensive through Belarus. The most comfortable option is probably flying to Yerevan/Gyumri and then taking a train or minibus. There is no need for any reason to cross the border there. There are many flights to Yerevan from Russia, and it should not be more expensive than flying to Vladikavkaz.
More information about flights and transfer from Yerevan to Tbilisi can be found in Madloba's Georgia Guidebook.
