Short answer

Choose Batumi for a summer beach holiday and relaxed seaside walks, and Tbilisi for sightseeing, history, food and wine at any time of year. Many people combine both: the train between them takes about 4-5 hours. For living, Tbilisi offers more jobs and services, while Batumi attracts people with the sea and milder winters.
