Nobody goes to an embassy for a happy reason. It is usually a passport lost three days before a flight, a passport about to expire, a power of attorney for selling a flat, or a certificate without which the Public Service Hall will not accept your papers. So the question is almost always the same: where do I go, and how do I actually get in? The addresses of all missions are collected in our catalogue, so open the embassies and consulates of Tbilisi or the consulates of Batumi. In this article we explain how the system works and where people trip up most often.
Let us start with the confusion over words. An embassy represents a state and deals with politics, the economy and culture. A consulate, or the consular section of an embassy, deals with people: it issues passports and visas, certifies documents, registers a child's birth and helps those in trouble. When you say "I need to go to the embassy", you almost certainly mean the consular section. It often has its own entrance, its own schedule and sometimes even its own address, and that is the first reason people turn up in the wrong place.

The second reason is that Georgia's diplomatic life is concentrated in the capital. All embassies are in Tbilisi, and only a few countries keep consulates in Batumi. If you live in Kutaisi or are on holiday in Kobuleti, you will most likely have to go to Tbilisi for your passport, and twice: once to submit the documents and once to collect them.
The third reason is booking. The days when you could arrive at opening time and wait in line are almost over. Most consular sections accept visitors by appointment only, and free slots at popular missions are taken weeks ahead. A tourist who learns this at a closed door loses a day. A resident who learns it a month before the passport expires risks being left without a document.
There is also a fourth reason, which people remember at the last moment. Dozens of countries have no embassy in Georgia at all. Their citizens are served by missions in neighbouring capitals, and it is better to be ready for that scenario in advance.

📝 How to Book an Appointment at an Embassy in Georgia

There is no single booking system; each country decides for itself. In practice there are three options, and you can tell which one is yours in a couple of minutes on the mission's official website.
The sequence of steps is similar everywhere, and if you follow it you usually will not need a second visit.
Booking a consular appointment in six steps
- Open the mission's official website. The address is in the catalogue card. Look-alike sites that charge for "help with booking" have nothing to do with the embassy.
- Find the consular section and your service: passport, visa, notary, certificate. The service decides both the queue and the list of documents.
- Check the booking method. If there is an online queue, book there. If there is none, write to the consular section by email.
- Gather the documents before the visit. Originals, copies, photos in the right format, translations. One missing paper means a new appointment.
- Find out how to pay the fee. Some missions accept only a card, some only a bank transfer, and cash is not taken everywhere.
- Save the confirmation on your phone and print it. At the entrance the guard checks your surname against a list.
A separate word about middlemen. Around the most popular consulates there are people who "catch" free slots for money. Booking itself is free, and handing strangers your passport details and access to your email is not safe. If there are no slots, check the site at different times of day: schedules are usually opened in blocks.
🗺️ Where the Embassies Are in Tbilisi and How to Get There

Diplomatic missions in Tbilisi are not gathered in one quarter, but a few clusters are obvious. If you have two errands at different embassies, this geography will help you fit them into one day.
Two practical notes. Chavchavadze Avenue is busy on weekdays, so leave early for a morning appointment. And in Krtsanisi and Dighomi there are almost no cafés or copy shops near the embassies, so you will not be able to print a forgotten document on the spot.

🇺🇦 Embassy of Ukraine in Georgia: Online Queue and Booking

The Embassy of Ukraine is in Vake, at 76g Ilia Chavchavadze Avenue. It is asked about more often than any other mission, and almost always the question is the same: how do I book? The answer is simple, if not convenient for everyone: visitors are received by appointment through an online queue. The link is on the embassy's official website, in the consular section.
The booking system has been updated, so instructions from chats two or three years old may lead to dead pages. Take the link only from the embassy's website. People come here for a foreign passport, a return certificate, notarial acts and the registration of a child's birth. Getting through to the consular section by phone does not always work, so it is more reliable to send questions in writing. Ukraine also has a consulate in Batumi, described below.
🇷🇺 Russian Interests Section at the Swiss Embassy: Booking a Consular Visit
Russia has no embassy in Georgia; its functions for citizens are carried out by the Russian Interests Section in Vake, at 51 Ilia Chavchavadze Avenue. It issues foreign passports, citizenship for children, certificates, powers of attorney and other notarial documents.
You can get an appointment only through the consular service's online booking system. Demand is high and slots go quickly, so book several weeks before the date you need, and for a passport replacement several months before it expires. Come to the appointment with the confirmation printed out. The consular service's phone is often busy, so do not count on an oral consultation. 🇧🇾 Embassy of Belarus in Georgia
The Embassy of Belarus is at 18 Krtsanisi Street, in the same district as the French and British missions. Belarusians come here to replace a passport, for certificates, consular registration and a return certificate if documents are lost.
The embassy publishes its booking procedure on its website, in the consular section. We could not check it from our side, so before a visit open the site or write to the consular section. A taxi is the easier way to reach Krtsanisi: there are no metro stations nearby.
🇰🇿 Embassy of Kazakhstan in Georgia

The Embassy of Kazakhstan is in Saburtalo, at 77 Lvov Street. Citizens of Kazakhstan living in Georgia come here for passport and notarial services and to register with the consulate.
Ask the consular section about visiting hours and booking. Citizens of Kazakhstan receive some public services remotely through e-government, so first check whether a personal visit is needed at all.
🇹🇷 Embassy of Turkey in Tbilisi and the Consulate in Batumi

The Embassy of Turkey is at 35 Ilia Chavchavadze Avenue, in Vake. The query "Turkish embassy in Batumi" is also common, but Batumi has a consulate general, not an embassy. For residents and visitors in Adjara that is enough: passport and visa matters are handled there, and you do not need to go to the capital.
Citizens of Turkey who lose a passport apply here too, for a temporary travel document. Foreigners who need a Turkish visa should first check the rules for their citizenship: many do not need one.
🇦🇲 Embassy of Armenia in Georgia

The Embassy of Armenia is at 4 Tetelashvili Street, not far from Marjanishvili metro station. Armenia has a consulate general in Batumi. If you are travelling to Yerevan overland, we covered the route and the crossing in our article on the Georgia–Armenia border.
Travellers rarely need the embassy: citizens of many countries enter Armenia without a visa. One detail matters for Russians, though. Overland through Georgia into Armenia, only a foreign passport is accepted; an internal passport works only on a direct flight from Russia.
🇦🇿 Embassy of Azerbaijan in Georgia

Before travelling to Azerbaijan overland, always check the current border regime: the rules for land crossings differ from those for air passengers and are extended by separate decisions.
🇬🇷 Embassy of Greece in Tbilisi

The Embassy of Greece is in Vake, at 37d Titsian Tabidze Street. Appointments with the consular section are made through the online service on the Greek Foreign Ministry's website.
Be careful with old instructions. The visa centre that used to accept Greek visa documents in Tbilisi has been closed since 2017, and applications are now submitted to the embassy itself. Announcements that point to that centre are still online.
🇫🇷 Embassy of France in Tbilisi

The Embassy of France is in Krtsanisi, at 51a Krtsanisi Street, next to the British one. A visa application starts not with a visit but on the official France-Visas portal: there you fill in the form and get the list of documents for your purpose of travel. For French citizens, the consular section sets appointment times through the embassy website.
🇮🇹 Embassy of Italy in Georgia

The Embassy of Italy is in Sololaki, at 3a Chitadze Street, a few minutes' walk from Rustaveli Avenue. Of all the missions on our list it is the easiest to reach on foot from the centre. Check the booking procedure for the consular and visa sections on the embassy's website.
🇩🇪 Embassy of Germany in Tbilisi

The Embassy of Germany is at 38 Nino Chkheidze Street. Check the submission address against your booking confirmation: the visa section's may differ. Booking is through the online system RK-Termin, and documents are submitted in person: the embassy takes fingerprints and accepts originals. The booking must be confirmed within seven days, otherwise it is cancelled.
There is one important exception for relocants. Russian specialists who moved to Georgia after 24 February 2022 may apply for a work visa even if they have not yet lived in the country for six months. Their family members may apply for reunification. The embassy does not accept asylum applications.
🇺🇸 Embassy of the USA in Tbilisi

The Embassy of the USA is far from the centre, in Didi Dighomi, at 29 Georgia-America Friendship Avenue. Visa interviews are booked through a dedicated site, linked from the embassy's page.
The embassy reminds applicants that a non-immigrant visa should be applied for in your country of citizenship or residence. If you are only passing through Georgia, check before paying the fee whether your application will be accepted here. US citizens have a round-the-clock emergency line.
🇮🇱 Embassy of Israel in Georgia

The Embassy of Israel is at 154 David Agmashenebeli Avenue. Israelis come here for passport and notarial services. Agree your visiting time in advance with the consular section and allow extra time for the entrance check: in diplomatic missions it takes longer than in an ordinary office.
🇵🇱 Embassy of Poland in Georgia

The Embassy of Poland is in Saburtalo, at 24 Oniashvili Street. People come here for national visas for work and study and for matters concerning the Pole's Card. The consular section publishes the registration procedure for submitting documents on its website, and it may differ between visa types.
🌊 Consulates in Batumi: Turkey, Azerbaijan, Iran, Armenia and Ukraine

Batumi remains the country's second diplomatic address, and for residents of Adjara it saves a great deal of time. Consulates of five states work here, and our catalogue also lists the Estonian consulate.
The Consulate General of Turkey is in the centre, at 9 Egnate Ninoshvili Street. The consulates of Azerbaijan and Iran are on King Parnavaz Street, close to each other. Armenia has a consulate general in Batumi, and Ukraine has its own consulate.
Batumi addresses are tricky: for several consulates, directories disagree on the house number, and for the Armenian one they give different streets. So here we give only what matched in several sources, and we advise opening the Batumi consulates section and checking the exact point on the map just before you leave.
And the main thing: a consulate in Batumi does not provide all the services available in the capital. Before the trip, ask whether your particular document is processed on the spot. Sometimes it turns out that you still have to go to Tbilisi for the passport.

✈️ What to Do If Your Country Has No Embassy in Georgia

This happens more often than you might think. Ireland, Portugal and Mexico handle Georgia from Ankara. Belgium, Moldova, Kyrgyzstan and Tajikistan are accredited from Baku. Slovenia and Montenegro cover Georgia from Kyiv. In total there are several dozen non-resident embassies.
If you are a citizen of such a country and have lost your passport, act in this order. First get a loss report from the police; you will need it in any scenario. Then write to the embassy responsible for Georgia: its address is on your foreign ministry's website. Ask whether there is an honorary consul in Tbilisi. An honorary consul does not issue passports, but can accept documents and advise on the procedure. Finally, find out whether a temporary travel document can be obtained remotely or through a friendly mission: citizens of EU countries, for example, can ask for help at the embassy of another EU state.
All of this takes more time than an ordinary consulate visit, so keep digital copies of your passport and insurance in your email before you travel.
🇨🇭 Why Russia Has No Embassy in Georgia and How the Interests Section Works

Diplomatic relations between Russia and Georgia were broken off in August 2008, after the war, and the embassy closed. So that citizens of both countries would not be left without consular help, Switzerland took on the role of intermediary. Since then, the Russian Interests Section at the Swiss Embassy has operated in Tbilisi, and the Georgian Interests Section works on the same principle in Moscow.
In practice this changes little for a Russian citizen: the section is staffed by Russian consular officers and provides the usual services. The differences show in the details. There is no full ambassador, so some matters are resolved more slowly. The load on the consular service is heavy, because many Russians live in Georgia and there is a single reception window for the whole country. There is no Russian consulate in Batumi, so you have to go to Tbilisi.
Hence three pieces of advice. Book in advance and do not wait for the last months of your passport's validity. Prepare the full set of documents from the list on the official website, because a repeat appointment can take weeks. And check whether your matter can be handled without a visit: some certificates and services are available online through Russian state services.
