Driver's license in Georgia: how can a Russian citizen obtain a driver's license

Even tourists can obtain a driver's license in Georgia. Russians can live in Georgia without a visa for 360 days and do not need either a residence permit or temporary registration in the country to obtain a driver's license.

Georgian driver's licenses can be used in Russia, as well as Russian licenses in Georgia. These licenses are also valid in any other country that has joined the Vienna Convention on Road Traffic. After returning to Russia, there is no need to take exams or exchange Georgian licenses for national ones.

To obtain a driver's license in Georgia, it is not necessary to study at a driving school. It is enough to pass the theory and driving test on a platform, which is much easier than in Russia.

Here are the advantages of obtaining a driver's license in Georgia:

  1. Both citizens and foreign tourists can obtain a license. A foreigner is not required to have a residency permit or temporary registration to take the exam.
  2. It is not necessary to study at a driving school to obtain permission to take the exams.
  3. The practical exam only requires driving on a platform, and the exam does not include driving in the city.
  4. The process from the beginning of training to obtaining a license takes two to three weeks, and it can be faster if you try.
  5. There is no need to go to a drug and psychiatric dispensary.
  6. The cost of training and exams ranges from 5,000 to 10,000 rubles. For me, it was 5,200 rubles.
  7. Georgian licenses are valid for 15 years, unlike Russian licenses that need to be renewed every 10 years.

To obtain a license, you need to pass the theory test on road traffic rules and the driving test on a platform. How you study is up to you.

You can prepare for the theoretical exam independently, at a driving school, or with a private tutor. You can learn the questions from a book with tests or from online resources. Both are available in Russian.

Group classes in Russian are rare at driving schools. Russian-speaking students are offered individual courses lasting two weeks.

The theory course with a private tutor usually lasts for ten lessons, each one or two hours long. You can also learn the theory independently. The general rules of the road in Georgia and Russia are the same, but there are some minor differences.

You need to take practical lessons with a private Russian-speaking instructor. You can learn to drive a manual or automatic transmission. If you have your own car, you can learn on it, but you still need to take the exam in a government car.

Driving in the city is not included in the exam, so you can only practice on the platform. To pass the exam, you need to know the following route:

  1. Backward entry into the garage.
  2. Snake.
  3. U-turn in a dead end.
  4. Figure-eight.
  5. Climb onto the bridge.
  6. Railroad crossing.
  7. Parallel parking.

Before taking exams at the Ministry of Internal Affairs, you need to collect a package of documents.

International passport and a receipt for the payment of the passport certification fee. No certification is required, it is sufficient to pay the fee in a bank.

Receipt for the payment of the state fee for the license and exam. All fees are paid in cash only in a bank on the territory of the Ministry of Internal Affairs.

Medical certificate. The certificate is issued at a hospital in Tbilisi or at a doctor's office at the "Autopapa" car market, where the Ministry of Internal Affairs is located. The certificate can be obtained on the day of the exam. We had to get another certificate because there was a mistake in my husband's certificate at the hospital. They only checked our vision for the certificate.

Georgian ID card. If you do not have a residence permit or Georgian citizenship, you must have a local person with a "piradoba" - a Georgian ID. The person provides their address for registration at the Ministry of Internal Affairs, where documents and fines will be sent. We went with a long-time acquaintance of mine. Based on the experience of our friends, friends, apartment owners, or instructors usually help with registration. The person with the ID is only needed during the document registration process, and they are not responsible for anything.

To take the theory exam, you need to register on the sa.gov.ge website two to three weeks in advance. You also need to pay the fee for the license and exam on the same website.

After the document check, you will be sent to the room where you take the theory exam. If you fail the theory, you can only retake it after a week and will have to pay the state fee again. There are five free attempts to take the practice exam on a manual transmission within a month of passing the theory exam.

The theory exam is taken on a computer, and the examiner helps to select the Russian language. You have half an hour for thirty questions, and you can make three mistakes.

You can go to the driving course immediately after passing the theory exam. Those who want to take the exam on a manual or automatic car are divided into two lines. If you take the exam on an automatic car, your license will indicate that you can only drive an automatic car. Additionally, there are no free attempts to retake the exam on an automatic car.

The driving exam is taken on Ministry of Internal Affairs cars, and the process is fully computerized. After getting in the car, the inspector explains the rules and turns on the computer installed in the car. The computer is connected to sensors that track the movement of the car relative to control lines, read the state of the ignition, brakes, gears, and automatically respond to any violations.

The examiner is silent, and the computer program communicates with the driver's voice: it tells you which element to perform next, lists the fines you have received, and even congratulates you in case of success. Initially, you have 100 points, and points are deducted for each violation. Stalling the engine is minus 15 points. As soon as you have less than 60 points, the computer announces that you have failed, and you must exit the car. After that, there are two options: to take a free retake after a week or to pay for an additional attempt on the same day.

After passing the exams successfully, you can pick up your license after a week at the same location where you took the exam in Rustavi or at the Ministry of Internal Affairs Service Agency in Tbilisi. For an additional fee, they can print your license on the same day.

If desired, you can also apply for an international license, which will be valid for three years in countries that have signed the Geneva Convention (can be issued on the same day of application).

    Вау! Так можно было?! Это вот без шуток можно учиться, к примеру, с папой, там, или дядей на семейной машине, а потом просто сдать экзамен на площадке и без езды по городу? Автор! Мой мир перевернулся, и больше никогда не будет прежним… У меня муж недавно получал права в России, и я слышала, с того времени правила сдачи экзамена еще ужесточили… Хорошо, мне самой при замене удостоверения пересдавать ничего не пришлось, нервная система бы не выдержала…

    Да, в Грузии конечно намного легче сдать на права чем в нашей стране, и с другой стороны это очень хорошо, потому что у нас это слишком усложнено, и много ненужного поэтому честно, очень хотелось бы чтобы и у нас было так проще, а то тут сдают раза с 4-го и то далеко не факт, поэтому как-то так)

    Неожиданно, очень неожиданно. Оказывается, чтобы сдать на права в Грузии, вам достаточно только пройти хорошо тест и выполнить элементы на площадке. Этап сдачи в городе отсутствует, в отличие от наших требований. Хотя я считаю, что как раз на дороге и будет видно, сможет ли студент взять себя в руки и откатать идеально маршрут. Да и занимает это все в Грузии недели две - три.
