Heydar Aliyev was a Soviet and Azerbaijani statesman, party and political figure during his lifetime. In 1993, he took the place of the President of Azerbaijan. Heydar Aliyev was awarded the title of Hero of Socialist Labor twice.
The park was opened in 2009. The State Oil Company of the Republic of Azerbaijan assumed the responsibility to reconstruct the square so that the park could be called one of the most beautiful places in Georgia.
